Why hire a licensed contractor? According to the Department of Consumer Affairs in New York City, "Any contractor performing home improvement work costing more than $200 must be licensed by the DCA to operate legally in New York City. So, before you hire, do some home-sweet-homework and spend your money safely! The DCA's License Check and Consumer Guide can help.""A person or business must have a Home Improvement Contractor license if engaged in the construction, repair, remodeling or addition to any land or building used as a residence. This includes, but is not limited to, the construction, replacement or improvement of driveways, swimming pools, terraces, patios, landscaping, fences, porches, garages, basements and other improvements to structures or upon land that is adjacent to a home or apartment building. Note: Licensees are required to comply with all relevant laws and rules, including the Consumer Protection Law. To get a copy of the actual law explaining whether or not you need a license for this category, call 311 or come in person to the DCA Licensing Center in Manhattan..." By law, that contract must include specific information about your rights and responsibilities...""A contract should contain everything agreed upon by the consumer and contractor. It should detail the work, price, when payments are made, who gets the necessary permits, and when the job will be finished. It should also identify the contractor, give their address and contractor license number...Besides being illegal, unlicensed contractors lack accountability and have a high rate of involvement in construction scams. They also are unfair competition for licensed contractors who operate with bonds, insurance and other responsible business practices." You can download Consumer Guides and Pamphlets here.
